An innovative example of regenerative governance to enhance cycle tourism and the territories it crosses.

In the heart of the Veneto region, the Treviso-Ostiglia cycle route stretches for over 50 km, crossing natural landscapes, small towns and four provinces. It is a strategic infrastructure for soft mobility and cycle tourism, and today, it benefits from an interprovincial and multi-stakeholder management plan—possibly the first of its kind in Italy.
Etifor supported the Federation of Municipalities of Camposampierese – officially appointed as the managing body by the Veneto Region – in drafting the 2025–2027 Management Plan, developed using a scientific method, participatory approach, and regenerative vision. The goal is to sustain and enhance the territories crossed by the cycle route, by engaging local authorities, communities, and nature.
This plan is a complex and innovative territorial governance exercise: it aligns the needs of dozens of municipalities, a regional park authority, and several provinces while integrating tourism, infrastructure, and environmental considerations. It includes user analysis, participatory planning, technical assessments, and cost evaluations.
For Etifor, it is a concrete example of what it means to provide consultancy for slow tourism: helping local authorities build structured governance and shared visions and turn infrastructure into a driver for territorial regeneration.
